Why is the US at war with Libya for putting down an armed rebellion? Would the US do the same if we rebelled?

Would the US allow France and Britain to impose a "No Fly Zone" over the US if we had another Civil War like say an armed rebellion by the Tea Party against the Obama regime? Or is it just hypocrisy and the US will not allow foreign intervention in a US Civil War like?
