So, is there actually only one elector per state and he has all the votes?

For example Missouri. I think the last person who was in the electoral college was Bob Holden? Missouri has 11 votes because we have 2 senators, and 9 representatives. Does that mean each state has 1 elector with all the votes, or are there 11 electors in missouri and they each cast a vote?
