Why do seperatists in kashmir use the body of dead to woo youngsters into stone throwing?

Palestine, iraq and now kashmir. Why do jihadists do this? They complain against the allied nations for making violence but they don't realize themselves that they are doing violence on young minds. Perhaps, realization is a non existent word in these fanatics. If a similar thing had happened in some other part of the country then government would have been ruthless. Why is the indian government so defensive about kashmiris?
